Currently, the City of Belleville has an exciting opportunity for a highly motivated, strategic, and dynamic individuals to join our Environmental Services Department as Project Manager.

Reporting to the Linear Water/Wastewater Engineer, this position is responsible for project management and contract administration of municipal infrastructure projects including sewers, watermains, pumping stations, reservoirs, water and wastewater facilities, drainage improvements and storm water management facilities.
KEY RESPONSIBILITIES:
- Be involved in all aspects of projects including budgeting, planning, coordination, assessment, design, tender, construction and warranty.
- Direct, manage, and administer the work of consulting firms carrying out work on projects.
- Review and evaluate submissions of Tenders, Quotations, and Proposals, and make recommendations for award and prepare reports for Council.
- Oversee, manage and administer contracts for construction
- Complete design of smaller projects, where applicable
- Prepare detailed documentation for Requests for Tenders, Quotations and Proposals.
- Certify invoices and represent the city in dispute resolutions initiated under the Ontario Construction Act.
- Review and comment on technical reports.
- Liaise with governmental agencies, utility companies and other departments as well as members of the public during the design and construction phases.
- Prepare, organize and lead public meetings as required.
- Provide guidance to field staff during the construction phase.
- Attend site meetings and visit sites on a regular basis.
- Approve and/or initiate changes on projects and recommend solutions to serious field problems.
- Be responsible for establishing and monitoring budgets, cost control and scheduling.
- Assist in the department’s initiatives on asset management related to municipal infrastructure.
- Provide input to annual operating and capital budgets.
- Ensure continuous improvement by reviewing the best practices, investigating and identifying alternate/innovative service delivery options.
- Lead/assist in establishment and review of Standards for design, materials and construction.
- Review designs and applications for approval for water and sewer infrastructure.
- Review shop drawings for compliance with regulatory requirements and conformance with City standards.
- Review, comment, and make recommendations regarding applications for approval.
- Attend Council meetings if/when required.
EDUCATION/TRAINING/SPECIALIZED SKILLS:
Minimum Qualifications:
- University degree in Civil, Chemical, or Mechanical Engineering.
- Currently registered in the Professional Engineer Association of Ontario in good standing.
- Must possess and maintain a valid class “G” driver’s license
- Demonstrated ability to read, interpret and understand legislation and similar documentation.
- Additional post-secondary education in project management or asset management.
Minimum Qualifications:
- Minimum five years’ experience in design and contract administration of primarily municipal water and wastewater infrastructure projects, all while registered in PEAO.
- Possess excellent interpersonal, time and project management skills.
- Possess excellent organizational, analytical, verbal and written communication skills
- Minimum 3 years’ experience working in a municipal environment.
- Experience in both linear infrastructure and facilities.
- Working knowledge of standards and specifications such as OPSS and AWWA.
- Working knowledge of Ministry of Environment guidelines.
- Working knowledge of the Occupational Health and Safety Act, Highway Traffic Act, Ontario Water Resources Act, Fisheries Act, Ontario Construction Act, Environmental Protection Act, and associated regulations.
- Familiarity and aptitude with mechanical and equipment systems and facility/plant infrastructure.
