WINTER OPERATIONS CASUAL LABOURER
 
The City of Belleville is thrilled to announce an opportunity for fifteen (15) hard-working and enthusiastic  individuals to join our team as Casual Labourers for Winter Operations! In this pivotal role, you’ll be on the front lines of keeping our city safe and accessible throughout the winter season. Your responsibilities will include clearing snow from sidewalks, hand shoveling, general maintenance, garbage pickup, repairing items, and cleaning and maintaining City infrastructure. Additionally, you’ll contribute to road maintenance and operate various pieces of equipment. This is your chance to play a key role in serving our community during the winter months!
 

RECRUITMENT PROCESS:
  1. Stage 1 – Application: the posting will be open for applications via our Careers Page (www.belleville.ca/careers) from August 19, 2026 until the posting closing date of September 7, 2026 at 4:30 PM.
  2. Stage 2 – Interviews: Interviews with candidates selected for the interview stage will be scheduled between September 14, 2026 and October 2, 2026.
  3. Stage 3 – Offer Letter and Onboarding Paperwork: Offers will be provided to successful candidates between October 5, 2026 and October 9, 2026 and a date will be included in all offer letters for return of onboarding paperwork.
    1. Offers will include onboarding documents and any conditional requirements including:
      1. Criminal Record Check (satisfactory) from within 6 months of the date of the offer.
      2. Uncertified Driver’s Abstract (satisfactory) and proof of a valid G Class Driver’s Licence.
      3. References (2 satisfactory References).
  4. Stage 4 – Start Date: The anticipated start date for these positions is October 19, 2026.

Hours: 40 hours per week; varied shifts including nights

Term of Employment: Up to 200 calendar days in a 12-month period, in accordance with the CUPE Local 907 Collective Agreement.
Work Location: 31 Wallbridge Crescent, Belleville and various locations throughout the City.

Salary: $27.46 per hour, plus $1.85 shift premium as applicable

PURPOSE AND SCOPE:
Reporting directly to the Operations Supervisors, the Winter Operations Casual Labourer is part of a team dedicated to ensuring excellent operational and customer service experiences. This role supports full-time staff in various maintenance and operational tasks across public spaces, facilities, and events.

NOTE: Successful candidates must be available for a flexible schedule, including early mornings, evenings, nights, and weekends, and must have their own safety (green patch) boots.

KEY DUTIES AND RESPONSIBILITIES:
  • Provide timely, accurate information to the Supervisor(s) and/or Manager and  respond appropriately to their decisions and directions
  • Assist permanent staff with daily maintenance tasks, including but not limited to snow clearing, shoveling, washing, cleaning, trimming, litter, and garbage collection.
  • Operate and maintain a variety of equipment, including sidewalk machines,  garbage truck, tractor, snow blowers, and power brooms.
  • Perform general labour and work activities as assigned, including lifting, pulling, raking, and shoveling.
  • Actively encourage and participate in a team environment.
  • Assist with set up, servicing and take down of various community events.
  • Report vandalism, maintenance and/or public concerns, mechanical difficulties, and equipment/property damage.
  • Complete daily logs and time sheets as required.
  • Comply with all applicable regulations/requirements.
  • Actively participate in a team environment and maintain a positive attitude.
  • Ensure compliance with all applicable regulations and safety requirements.
  • Perform all tasks and responsibilities through the lens of Equity, Diversity, Inclusion, ensuring commitment to fairness, representation, accessibility and respect for diverse perspectives and cultures in all aspects of work.

QUALIFICATIONS
MINIMUM EDUCATION:
  • Valid High School Diploma or equivalent
  • Valid Class G Licence with a clean driver’s abstract to be held and maintained 
  • Satisfactory Criminal Record Check (“CRC”) prior to commencing work at the City of Belleville
ASSET EDUCATION:
  • Traffic Control Training (Book 7)
  • Certifications in first aid, working at heights, elevated lifting devices, workplace safety, chainsaw operation, and brush chipping
  • Training or coursework in horticulture, turf management, forestry, arboriculture, or heavy equipment operation
MINIMUM EXPERIENCE:
  • Six (6) months  of experience performing work in parks, construction, landscaping, or farming environment.
  • Ability to work in adverse weather conditions and perform physical labor
  • Strong communication skills and a positive attitude and the ability to deal effectively with the public.

ASSET EXPERIENCE:
  • Ontario Class D License with a "Z" endorsement  
  • Comprehensive knowledge of the Occupational Health and Safety Act
  • Knowledge of the Highway Traffic Act Regulations relative to signage and pavement markings
  • Ability to work with minimal supervision.
  • Relevant experience operating a variety of tools and equipment.
  • Experience with customer service, including interacting with the public for help and inquiries.
Note:   A combination of relevant work experience and education may be considered
